The technical monitoring committee (CTA) for the voluntary carbon market, foreseen in Article 10 (1) of Decree-Law 4/2024 of January 5, has been set up.
The CTA is responsible for:
a) Developing and evaluating carbon methodologies;
b) Proposing the revision or revocation of carbon methodologies;
c) Assessing proposals to revise methodologies and proposing their approval;
d) Issuing opinions on methodologies presented by other entities;
e) Evaluating the performance of the voluntary carbon market and proposing any changes it deems necessary for it to function better.
According to Ministerial Dispatch no. 3771/2024, the CTA is made up of representatives from APA (Portuguese Environment Agency), ADENE (Energy Agency) and the Directorate-General for Territory, as well as two academics.
Since carbon methodologies are one of the essential pillars for the operationalization of the voluntary carbon market, the public discussion of the first methodologies is eagerly awaited.
